Born in Clifton, Canada, Cecil Howard moved to Buffalo, New York where he studied at the Buffalo School of Art under James Earle Fraser. At the age of sixteen he disembarked for Paris where he continued his studies at the Academie Julian and where he befriended Rembrandt Bugatti.
He exhibited in Paris at the Salon des Tulieries from 1905. He also participated in American exhibitions, such as the famous Armory Show of 1913 in New York City, which introduced modern art to America.
During the Second World War he took part in the Normandy Landing and in his capacity of secretary for the Office of Strategic Services he made an inventory of the German atrocities. A sculptor in the classic tradition, he specialised in monumental statuary. But his minor works included numerous nude statuettes, portrait busts and animal figures. Howard is also known for his sporting subjects, in particular boxing. Though his larger work was mainly carved direct in stone and marble, many of his smaller figures, maquettes and models were cast in bronze
